Position Summary
Attorneys on the Airport Team provide advice and counsel on a myriad of matters related to Airport management and operation. Attorneys on the Team advise on general governance under local, state, and federal laws governing Airport powers and duties. Team deputies specialize in commercial real estate (leases and permits), labor, land use and environmental regulation, design and construction, public finance, contracts, and claims. For the current opening, the Office seeks an attorney with expertise and experience in state and federal environmental laws protecting air, water, and threatened and endangered species, with special focus on NEPA/CEQA requirements and compliance, sustainability issues under federal and state law, and aviation noise issues under Title 14, Code of Federal Regulations, Part 150, and Title 21, California Code of Regulations. This work includes legal advice about federal and state environmental review and permitting for capital improvement project planning and implementation.
Minimum Qualifications
• Licensed to practice law in California.
Desired Qualifications
• At least five years and ideally more of relevant experience.
• Experience and expertise in land use advice and representation, with a special focus on NEPA/CEQA requirements and compliance including for capital improvement project planning and implementation; environmental regulation, including under the federal Clean Air Act and Clean Water Act and state Health and Safety Code and Water Code; aviation noise regulation, and sustainability issues, including greenhouse gas reduction strategies (AB32, climate action planning, electrification, low carbon fuel standard), waste minimization and diversion, and green building requirements.
• Ability to work directly with the client in a collaborative environment while maintaining appropriate professional objectivity.
• Ability to assume responsibility quickly and work independently and efficiently.
• Ability to draft and review agreements, policy documents, and legislation.
• Excellent oral and written communication and advocacy skills.
• Ability to manage and appropriately balance an active workload and adjust to occasional workload increases.
• Ability to exercise good judgment, multi-task, and meet deadlines.
• Strong interpersonal skills and a positive attitude.
